Great freeware image editing program I've been using for years..very powerful and small footprint.

To resize this one, I copied &pasted the image, goto "Image -> Resize&Resample -> Set new size as percentage of original (Uncheck 'Preserve Aspect Ratio'). For your pic I set it to 90% width and 100% height.
