Emergency Brake

Have an 01 C1500 Suburban LT and have a weird issue with the e-brake. I can push it all the way to the floor and there is no brake. Pads are all new and did not work prior to changing. I looked and there is an adjustment, but looks like it has already been adjusted all the way out. Cable is exposed all the way under running the full length. Does it mean that the cable is stretched? Need a new one?
