Because the Sub has such a long radiator I prefer the plastic tanks. Soldered metal tanks seem to always seep at the tube/tank joint. The plastic tank may eventually fail (like yours) but you probably have many miles on it (my plastic tank had 160K when I sold the truck). I couldn't get 20K out of a metal radiator without some seeping.
If you don't plan on towing you can get away with electric fans instead of the clutch fan. Otherwise, stay with the clutch. You could add one pusher fan to the front and that will really help with air conditioning at speeds less than 40 mph. You don't want any electric fan running at speeds over 40 mph because they tend to block airflow so wire it accordingly.
