Here in Lincoln, posts may NOT be set in concrete. You will have to pull them out if the building inspectors find them. This is from the firm belief that any lumber set in concrete will rot, and eventually fail to bear the load.
Therefore, I suggest setting them on top of concrete pads.
But it doesn't really matter what I suggest, because your local government will have someone who can tell you what the code is, and what they will either allow or recommend.
I have lived where there were fewer requirements and restrictions on building codes, but I believe that if you live anywhere close to civilization you will need a building permit and a couple inspections, so you may as well follow the dang rules...
