I am reporting back on the solution to my problem.
I took the battery out and cut off the rubber boots on the cables. The lugs on the end of the + cable were dirty with some thick dark stuff. that may be some material that I seem to remember putting on the terminals to resist corrosion. Fortunately there was no evidenced of acid leakage or damage to the cables. Then I took the battery to an auto parts store to be tested. It tested OK but they said to leave it for awhile as it need 30 min of charging. When I came back they said it had failed. That was good news as it gave me an explanation for the problem. I got a new battery and installed it today. The lug had small protrusions that indented into the lead slug. I decided to reuse the slug with a brass washer added to the terminal so that if the slug had compressed the bolt would not bottom out. I was afraid that the protrusions would not allow good contact with other lug. Everything seems fine now.
