Agree, go with your local codes.
Wood in concrete will rot. It can be helped if the bottom isn't closed, where the post is put into the hole and some gravel is pounded in around it for about 2 inches deep. Then the concrete poured in.
This allows any water to drain out and dependent on the ground water table whether is works or is allowed or not.
Gravel in the hole works for decks, but not fences. The wind is the main killer of fence posts and it the constant rocking back and forth that does it, married with the rot around the dirt line.
Gravel will compress as the post rocks back and forth, so over time, it will allow the fence to rock ever more till falls over.
The raised pillar works great for decks and such, but for fencing, not good. Buddy is a general contractor and tried this on one of his jobs. The amount of wood from the first bolt to the end isn't enough and it fell over.
Asked me for help and worked it out whereby he drilled a hole in the side and then ran a 2x2 up
to the fence top. This took away the rocking and allowed the pillar to be left as is.
Also depends on your planned usage. If you are going to stay there a looooooooong time, then you know it's usage. If not, then the city planning rules/laws must be adhered to, as they are for the over all usage where there might be 30 or more people on that thing (my exaggerated number).
