I have read many old discussion I found through google on this but there did not seem to be a silver bullet. Therefore, I come to this forum as the supreme experts on all things (well at least those thing with wheels).

I spent a few minutes cleaning the steering wheel with Simple Green because it was filthy and often felt sticky to the touch - especially on the warmer days we have had recently. I got off a ton of dirt - caked on stuff too. I was surprised that when I went to rinse it off and dry it, the paper towel stuck to the steering wheel and shredded like I had touched it to a piece of tape. I touched the now-clean part of the steering wheel and it was in fact very tacky. I tried to buff it out a little using a piece of an old towel which helped slightly.
I really doubt it was the Simple Green since a rinse with clear water did not help. In retrospect, the dirt was reducing the stickiness and removing it only made it worse - not better.
So, for those of you detailing maniacs with older vehicles, what is the solution to a sticky steering wheel?
