I would try 303 on the wheel. I'm thinking the covering on the wheel is showing the 11 years of use, and the Simple Green dried it out more. 303 will renew the plastic.

***Warning: 303 may make the wheel slick, so use it sparingly, rubbing small amounts in, just enough to treat the surface instead of hosing it down.

I'd make sure it was as clean as it was going to get, possibly using something with a lot of water in the base, like pump spray Windex...or better yet, the Target/Walmart el cheapo version of blue water Windex.
