I made the mistake of using simple green on my leather steering wheel and it turned it into a gooey sticky mess. Ended up having to use leather conditioning cream (like for shoes/purses/couch) until it no longer acted like velcro. Perhaps a leather conditioner will restore your vinyl wheel without making it too slippery.
