It sounds like you answered one of the problems yourself.....if the scan tool reads accurate fuel level, yet the gauge does not, it has to be the gauge because the instr. panel and the scan tool get the fuel level info from the same place and in exactly the same way. Other issues:I'm not sure if your scan tool checks for codes from the brake control module so for the lamps you might have codes set that it just isn't seeing. I would be confident enough that the fuel gauge is bad that I would buy a cluster on EBAY for $50 and see if anything else clears up.
