I'm not sure if the scan tool that is in use shows the readings of the sensors. If it doesn't, then I don't think we can conclude that it is the gauge.
I think it would be helpful to connect a tool that will track/display multiple variables over time, and see if several readings (like voltage, sensors, etc.) get goofy all at once.
However, the scan tool gets all of its data from the PCM (or whichever computer it is currently scanning). So, if the computer is wrong, then the scan tool can also be wrong - right?
I suspect electrical power problems, as has been suggested by others.
How often does the problem recur? Can you borrow (or rent) a Tech 2 from someone (are you near San Diego county)? Do the problems still exist after you fiddled with the battery and dash?

: It sounds like you answered one of the problems yourself.....if the scan tool reads accurate fuel level, yet the gauge does not, it has to be the gauge because the instr. panel and the scan tool get the fuel level info from the same place and in exactly the same way. Other issues:I'm not sure if your scan tool checks for codes from the brake control module so for the lamps you might have codes set that it just isn't seeing. I would be confident enough that the fuel gauge is bad that I would buy a cluster on EBAY for $50 and see if anything else clears up.
