I agree it sounds like a sensor problem.
I can tell you where to measure your sensors at the PCM connectors if you think your capable of it.
Don't forget, the system defaults to EMPTY no matter which way the sensors might be stuck (always full, always empty, always stuck somewhere in between). So if you do measure the sensors, don't be surprised if neither one is stuck on empty.
Also, you could have a wiring problem (open or shorted wire) that would also result in Empty once the computer notices the problem.
