The $1000 was the estimate from lighting contractor to change the bulbs in the fixtures for us instead of my renting the lift and DIY. Probably less then $1000 but it was 1 person @ $60/hour (a second person was included free) plus equipment ($300-$400) for 1 day plus parts to change 6 bulbs.
The expensive part is that 4 of the fixtures have a safety lens that prevents a long pole from reaching the bulb to change it. That safety lens covers the entire openning and is in place because the original type of bulb used would shatter. The new bulbs do not require the safety lens.
The other 2 fixtures had recent bulb replacement but failed quickly suggesting other issues with the fixture. In case I did not mention is, these fixtures are 250w Metal halide.
