Yep, sounds to me like your instrument panel has lost it's ground and is now grounding through other circuits, thus your weird readings. I think that year truck had grounds attached near the ebrake pedal bracket...but that's all from memory. I no longer have the service info for that vintage vehicle or I would look it up.
