Incredibly low grade PVC used to make lattice. Manufacturer is giving you that stand because there is usually a high-percentage of recycled PVC in them, so they don't bond like virgin material. Other times it's for the anti-aging coating they use in the manufacturing (i.e., some don't use modifiers in the matrix but apply a surface shell). Anyway, becuase you basically sheared it through you should be able to get a fine bond. Get some MEK from the paint department and apply to both surfaces with pressure. It should hold just fine. PVC cements for plumbing and the like have fillers, and gelling agents which you don't need/want here. Straight MEK will leave the cleanest repair edge. Clean the the two surfaces first with degreasing detergent (original Dawn dishsoap is ideal).
