Sitting in the fuel rail of the hot engine is what makes it hot. The pressure regulator isn't an ON/OFF switch, it's more like a dimmer switch. There's always some amount of fuel going by which returns to the tank. The very latest injection systems are 'returnless'. They still have a regulator but it's inside the tank (along with the non-serviceable fuel filter).
