It's not just in the lumber. The adhesives give off formaldehyde, as well as the new carpet (adhesives, synthetic fibers).

This is also an issue with manufactured housing.

My impression was that the outgassing wasn't an issue in normal use because the trailers were opened from time to time. The issue with the FEMA units was that they were sealed semi-permanently until use; some of them spent over a year without ever being opened or ventilated. THAT'S when the problems arose.
