Another potential cause is that the AAA is shot and won't hold a charge, or the charger isn't up to charing it.

Bet it's a Ni-Cad and they have a chicken or egg thing about charging. Memory so if they don't discharge down low each time, they 'remember' and after a few cycles, won't give much below that partial discharge.

Pretty much hosed, but a 'try' to fix is to discharge them down and hold them at that discharge for 24hours.

Issue is that some times they short or open after that, but since bad already, not much to lose.

These almost dead N-Cad will show voltage, but won't give much or any current. You can load test them with some DOM's these days. Or just put in a new one and see if it will lite and that the charger will charge them.
