I had a few problems with squeal and here's how it was solved.
The rotors MUST be turned. Tried stage 1 on rotors that looked good but not turned. Squeal. Had rotors turned, no squeal. BUT found them at low limit of thickness. Ordered cryo rotors and had a thin finish cut put on them, both to remove runout and to stop squeal.
On both sets, did have occasional squeal and when we were rotating tires, we scuffed the rotor surface with a scotch brite wheel on a die grinder, and lightly went over the pad surface with fine sandpaper. This de-glazing process did the trick. Squeal finally went away and only rarely get any.
