Car Seat and Seat Belt

1997 Suburban with 2nd row bench seat. I'm not having any luck in properly securing forward facing car seat in 2nd row passenger position. The shoulder/lap belt will engage into receiving end of seat belt but, the receiving end is very rigid and does not move. Car seat design determines where the shoulder/lap belt enters and exits in the back of the car seat. I thought I had some sort of funky car seat design so I looked at other car seats and they all have the same entry/exit points(backside of seat, about 1/3 the way up). Car seat is "Century Next Step". The seat belt exit point of car seat sets rearward of rigid receiving end of seat belt. Therefore, the rigid receiving end will not move upward so that I can properly secure car seat. Tightening the seat belt causes it to bunches up in male buckle end. You would think that I could place car seat in another seat position. Not the case due to operational situation. Thank you.
