Trying to get Alternator back on/ Short in system

I took my alternator and battery off my 90 Suburban to get tested but now am struggling with
getting the belt back on. There is a plate with a bolt on in over the tensioner pulley - should I
mess with this to relax the belt? The bolt doesn't budge. Is there another way of getting this
belt back on?

Both the battery and alternator tested out OK. I must have a short in the system.
When the battery is left connected, it is half-dead in 10 hours if unconnected it is fine.
Any ideas on this?
