How did you bleed the system?
If you didn't turn the steering wheel full left/right without hitting the bump stop between each brake pedal cycle, yes there is most likely air still in the system.
You could also have bad hydrobooster (most likely inner valving, but I've not taken one apart, yet).
Could also be ABS. Did you do anything with the brake's hydraulic system?
