How to check brake porportioning valve

I have a '99 Burb 2500 2x4. I have been having a problem with my rear brakes. I can't get them to lock up and it seems that all the stopping effort goes to the front brakes only. I am unable to make the rears lock up at all. I have recently installed new shoes on the back drums. Is there a way to test the front/rear porportioning valve?
