I agree with those going slow in the left lane. To answer your question why it seems New Yorkers do it alot is because the roads are terrible here and the right lane is usually the worst. So they slide on over to the left where the ride is smoother for them. To he!! with driving regulations and courtesy, their comfort comes first!

: Why is it that every New Yorker that travels the Garden State Parkway travels in the left lane at 5mph below the speed limit totally oblivious to the log jam they are causing?! Flashing of head lights and honking the horn has no effect as well as when the opportunty arises they are are constantly passed on the right by a steady stream of cars. They don't get it!
: Next item, what works for me: Ever have a tailgater not get the message even after you have hit the brakes a few times? Another Garden State Parkway oddity. Everyone is doing 75-80 mph on a packed highway with may 1 car length between cars, but some guy thinks he will make progress by getting around you so he tailgates. I open the sunroof and start flipping pennies out. When enough hit his windshield he finally gets the message.
