About all of the listed peeves are among mine, as well. I think there ought to be an apt punishment for performing the listed offenses.
As with current judicial procedures, there should be different punishments for misdemeanor violations and felony violations. For example:
Freeway Primping: Checking out one's make-up/hair in the rear view mirror. Punishment: Blast from an air horn or a paintball shot to the window, with the hopes the offender will accidentally poke their finger in their eye.
Felony Freeway Primping: Actually applying make-up and/or styling one's hair. Punishment. Force the car to the side of the road, reach through the driver's window and extract the ignition key. Dig the point of the key into the paint of the offender's car and make two complete laps around it and watch the paint peel up in nice little curly-que shapes. Then insert the key in the trunk lock and break it off.
I've got others, but you folks might have some of your own.
