I had a similar problem on my 96. I pulled each fuse and checked across the terminals with a multimeter. Most had no movement of the needle, but the radio-batt fuse (I think 17 or 19) pegged the meter. I disconnected this fuse for a few weeks and the problem went away. When I inserted the fuse each time there was a noticeable arc and it sounded like a servo motor activated inside the dash - like a CD player pulling in a CD. I pulled the CD player from the dash (easy) and installed/removed the fuse. It seemed like the CD player turned itself on each time. Maybe it went bad or has an internal short. I disconnected the CD player so at least now I have a radio and clock and the problem has not occurred since.
