For most techs thats totally true, but in this case I had just bought the truck from a dealer and it curiously had a new egr valve, solenoid and vac. hose. CE lite came on during the drive home from purchase. Inspection revealed 75K on truck with NO tune-up maintenance done. I paid about 3K under what they were going for at the time so I didn't bother with a good pre-purchase inspection. Having known MANY techs over the years, they usually have the least maintained vehicles. I usually steer clear of vehicles advertised as "mechanic owned".
