The wire strands will be discolored; instead of copper will look mottled black/blue/grey. I've also found whitish residue is some cases. You may have to cut away some insulation to inspect down the line.
If badly corroded, the conductivity of the wire would be impaired. If the cable has significant corrosion, a continuity test between both (unconnected) ends of the cable should show some resistance. Any length of good-condition battery cable should have -0- resistance.
