I don't know if you've tried this already, but I've been to a tire shop that can also balance tires on the vehicle. For undriven wheels (fronts on 2WD Sub) they raise the car of the ground slightly, and slide this motor driven wheel against the tire, and can get is spinning close to 60 mph. A hub with knobs in the center is attached to the rim, and while spinning, he can determine where/how much weight to attach to the rim by turning the center knobs. Once weights are added, he restarts the process, until the vehicle vibrations are gone. (For driven wheels, he attaches the same hub w/knobs to the rear wheels, and has someone run the car in gear while off the ground).
This might be a way to confirm the vibrations from the front end, even side to side (since it only spins one tire at a time). If the vibration exists, maybe it can be "balanced" out with weights. Or else, maybe the offending part can be located with a mechanic's stethoscope.
