Pulling my hair out! or How do I fix this vibration? (long)

'91 1500 Sub 2WD, new GM motor, new motor mounts, new tranny mount, new shocks, new tires (road force balanced), new exhaust, new u-joints, new carrier bearing, driveshaft balanced and weight was added to balance. The guy said he straightened it a bit, ran it to 3000 RPM and he said it was good to go. Even after all this I still have a vibe at 70 MPH, that I can't describe easily. I have thrown the tranny into neutral and the vibe is still there. That would take the tranny and exhaust(due to rpm change) out of the equation, right?

Now here is some interesting info that may lead to the suspect item. After I bought the Sub I found two holes in the floor pan under the second seat, one about the size of your fist the other big enough to put three fingers through. Then I looked at the chassis and saw that the driver's side spring hanger had been welded to the frame in one spot. No damage to the frame, just broke off one of the rivets and the corner of the hanger so that it didn't make a complete hole for the rivet (hence the welding). I had a body shop weld up the holes in the pan and reweld the spring hanger to the frame. They put grade 8 bolts in place of the rivets. The hanger was not mangled or warped looking. Do you think what ever this guy ran over could have bent an axle or messed up an axle bearing,(leaf springs? rear end housing shifted?), to cause this vibration?
