Yes, you can clean seat belts. Pull the retractable belts out as far as they will go and hold them in that position somehow perhaps by tying them with a cord to the open door. Then with warm, soapy water and a scrub brush gently scrub the belts. Wipe off any any soapy residue with a clean wet rag/towel and let dry before retracting them. Did this on my sub this past summer and it worked great. I must say the results will vary depending on what color you have. Mine are dark blue. I imagine tan colored belts will be harder to make look clean.
