Went to local dealer at lunch armed with TSB. Talked to service advisor, then brake technician, and finally service manager. I had to keep my facts straight because I had to repeat the story each time a new member entered the audience. It looks (hopefully) like it worked and I will bringing the truck in next Monday or Tusday for the porportioning valve (combination valve, as they referred to it) and new brake shoes.
After the other two left, the brake tech told me that this was "definitely the fix" for the Suburban's anemic braking, but it was a $750 job and GM tends to deny a lot of the dealer's warranty claims on this work leaving the dealer to pick up the tab. He said that is why it was essential for all parties to be in agreement to proceed.
