Depending on tire dia, the 5K lb max, the 1999 will do the job with better MPG and comfort. Another caveot is that they both have the tow package or after market tow package parts. Assume both are in same good condition & repair.
Mine (1996 K2500/454/4:1) tachs at 2900/3000 rpm at 80-85mph. Red line is 4.6K rpm, or the red lines start and become solid red at about 4.9K rpm.
More importantly would be the condition of the parts, fluid used, how much you'll haul inside the Sub and the terrain traveled.
